When you draw politicians as often as I do, you're always looking for shortcuts. The cartoonist's aim is to achieve the best likeness with the minimal amount of effort.
Here are some pictures showing my artistic evolution of depicting George W. Bush. These drawings are all based on original sketches, which I have traced and colored with Photoshop, so they all match.

GOVERNOR BUSH
 
This is the first picture I ever drew of Bush.
I can't remember exactly when I drew this one... I know it was before Election 2000, and before George W. Bush was well-known.
 
This was drawn during the early days of election 2000.
I did a series of pictures of the candidates, each eating a different sort of fruit that represented their personality.
Don't ask me what I was thinking.

This was the way I drew Governor Bush during most of the election, and a little bit after. He kind of had a big bulbous head and flappy ears. Bush's ears have now become his trademark physically characteristic. I always expected it would be his eyebrows.  
And here's how I draw the President today. His ears have gotten pointer, and his mouth squigglier. I wish I could say it's a political statement about how he's disappointed me, and I'm lashing out at him, but it's really just been more of a stylistic thing.
