A bunch of my liberal friends (and doubtless many of yours, too) have been circulating this online petition as of late, eagerly pleading with their fellow Canadians to “Save the CBC.”
The supposed need for such an initiative was provoked by some recent statements from the parliamentary secretary to the Minister of Canadian Heritage (a man dripping with power, as you can imagine), who opined that it might be more worthwhile for the government of Canada to spend more money subsidizing Canadian television shows, rather than funding and operating a $1 billion-a-year television network. From a statist perspective, it’s a relatively mild criticism, since it still argues that the Canadian government has some fundamental obligation to be involved in the TV business, just not necessarily through the CBC itself.
To date, Harper’s government has been largely defined by not doing things. Though the prime minister was accused of being a right-wing tyrant-in-waiting before he got elected, in the five years he’s actually been in charge he’s moved extraordinarily slowly in implementing his supposed radical agenda of destroying all the left-wing infrastructure that has given Canada its renowned liberal welfare state reputation. And I don’t see that trend changing any time soon. However, if the PM did have to pick a single “radical” right-wing cause to plow forward with before he trots off, I think crushing the CBC would a plausible candidate.
If there’s one thing that makes Mr, Harper’s blood boil, it’s the media. The Prime Minister famously hates and distrusts all journalists with an almost Nixonian paranoia, rarely giving interviews and keeping all of his ministers and MPs on a tight leash, with ferociously strong and centralized “message control.” Relationships between the administration and individual journalists are tense and often strained, with the Conservatives being notoriously unhelpful and uncooperative with information requests and other forms of access that media folks argue is imperiling their ability to properly do their jobs.
Harper’s motivations are the standard conservative ones: the media has a liberal agenda, they are out to get him, they only want information so they can twist it against his party in the worst possible ways. In this context, it seems brazenly counter-productive for his government to fund the CBC, which hosts what is infamously some of the most left-learning news coverage in the country.
But there’s a whole other argument that goes beyond politics, and that’s that the CBC is simply not popular. If the government of Canada does genuinely aspire, as it often claims, to pull itself out of its massive deficit sometime soon, then cuts to spending need to be made. A billion dollars a year to pay for a television network few Canadians actually watch seems like a logical start.
Researching this topic, I came across the BBM Canadian network TV weekly ratings charts. They’re fascinating to flip through, not only because they reveal what trashy garbage most Canadians are watching, but also because they expose just how staggeringly unpopular the CBC is a national institution. In the week of December 6 through 12, for instance, only four of Canada’s top 30 TV shows were aired on the CBC. Of those four, two were hockey-related (Hockey Night in Canada, and the retirement of Canucks captain Markus Nasuland), which means only two of the 30 most popular TV shows in Canada last week were actual CBC-made productions (Dragon’s Den and Heartland, for those interested).
It is likewise particularly worth noting that The National, the CBC’s flagship nightly national news program, is nowhere to be seen on the Top 30, and in fact, rarely breaks in on any other week, either. For national news, most Canadians watch the privately-run CTV evening news with Lloyd Robertson, despite the fact that The National is supposedly the pinnacle of What Makes the CBC So Great and Beloved.
With such data in mind, it quickly becomes obvious that people who petition to keep the CBC around are not really representing any interest group more significant than themselves. CBC fans, in my experience, generally tend to be affluent, urban liberal-types, who self-righteously make a big deal of preferring to watch “non-corporate” media, and imagine that a network whose president is appointed by the prime minister is somehow “more independent” than one that relies on private commercial funding to stay in business. The CBC produces content that appeals to such sensibilities, and then ends up hiring such people to run the station itself, in this cruel and self-serving cycle of indulgence, which Canadian taxpayers are obliged to pay for.
If Harper does eventually move to kill the network, of course, his motivations may very well be as self-serving as they are ideological, too. But considering that the consensus opinion on the CBC at this point seems to be profound disinterest, I’m sure not many people will even care.

The problem is that the elites who run the rest of media run the CBC. Their board is littered with corporate lawyers and other walking wastes of skin who serve the interests of their moneyed master, period. There might be hope for the CBC if there was a radical move to democratize the dinosaur, but there's no real hope of that occurring.

I rarely watch CBC television, my boyfriend will watch Dragon's Den when it's on, but I listen to CBC Radio 2 and 3 almost every day and would be very upset if that was axed.

We in the States have our own "national" "government" radio program, NPR, but that one can actually survive without the government's teat (it raises its own money) and is rather popular. The reason no liberal radio program can hope to match Rush and co is because NPR is too darn popular. Similarly, the BBC is also really friggin' popular. What the heck is wrong with Canadian broadcasting?

The only thing I have never got about the CBC is if it is government funded then why does it have commercials like a private network? I always thought if it was government funded it should be more like the BBC.

CBC funding model also confuses me. It seems a bit like Channel 4 in the UK which is another government channel but must self-fund itself but then CBC as well as running ads also receives government funding?
Thats a confusing state of affairs and it means nobody really knows what CBC's role should be: niche high brow service or something for everyone? It does neither very well.
It'd be silly to just "kill it off" better to just get it to downsize and remove government funding or completely fund it via a seperate tax like the UK's television license. Both models in the UK at least have led to substantial innovation in services by both the BBC and C4.
I mean look at "The National" it basically looks like how the BBC's Newsnight was about 30 years ago. It doesn't seem like its developed or innovated enough to justify its claim to be the the news program the nation tunes into. To be honest though I wouldn't with Jeremy Paxman (a British demented bi-partisan version of Bill O'Reily) on anybody.

It'd be interesting to read a well-informed comparison between the CBC, the UK's Channel 4/BBC, and the USA's PBS/NPR. Purpose, content, funding models, fiscal efficiency, and national popular support could be contrasted.
As far as Canadian TV goes, DiVinci's Inquest is pretty awesome, but Tales from the Neverending Story should've been canceled before it began. That's pretty much all I know.

I think it makes sense to refocus the CBC. It simply can't compete when it comes to mindless entertainment, so in my mind it should just get out of the business.
If it focused on educational, information and investigative programming, I'd be much more interested. More 'Quirks and Quarks', less 'Rebroadcasted old American movies'. If the focus was more on 'The Public Good' than "Protect Canadian Content!!!11", I think I'd find more there worth my time. As it stands, aside from Hockey and election coverage, most of the time I only think of the CBC when flipping through stations on my car radio.
Give me more good, informative podcasts and I'd feel more like I was getting my taxes worth.

Lets be honest, the only goal is to reduce US exposure in Canada, so why not shut down the CBC and just broadcast the BBC instead. We get some great non-US news, and the British taxpayers can pay for it for us. :)

You used Canadian ratings to try to determine the popularity of the CBC in Canada, but what is an utterly worthless metric for saying how popular the CBC really is. For example, the CBC show *Being Erica* is popular all over the world, so much so that they are making an American *and* British remake of the show. Apparently the show *Heartland* is immensely popular in France. Canada exports *a lot* of culture. Just think of all the Canadian bands, comedians, and books that are popular in the U.S. and all over the world. Cutting the CBC would be a gigantic blow to Canada's exportation of culture.

That's bullshit. I think the lack of quality CBC programming has more to do with the fact that the CBC receives less funding now than any time in its history. For example, the critically acclaimed and quite popular show "Being Erica" had to cut down their episode count because of budget cuts. That's less content and less to offer Canadians because of a government funding decision.

I don't have cable. My gal and I (mid 30's the both of us) made the choice to lose it 3 years ago. I watch CTV and CBC, split almost equally, but not a heck of a lot for either really. We also get Global and City but I really don't watch'em. A few hours a week goes to each.
But I really don't think we should lose the CBC. CBC shouldn't be about making a profit. It should be about making Canadian content. In a world where entertainment is dominated by our neighbours south of the border, I see a need for something like the CBC to be government funded just so we can have a bastion of Canadian content for our own cultures sake. What good would it be to sponsor making TV and film for Canadian content if no one shows it?

You've yet to prove that CBC funding on a per-episode basis is anywhere near comparable to what a standard show costs to produce, before or after the cuts. If CBC is anything like most government institutions, it's administrative layer is probably huge and overpaid, and it still spends far more on a per-episode basis to produce content than any other media company.
You're also missing that CBC funding could have a crowding out effect. How many Canadian writers/producers may want to get a TV show made but can't because CBC competes with them on a subsidized basis? Why take a risk with one's investment if your main competition is government-sponsored?

If no one watches the CBC and no one likes the CBC, then criticism of the federal government by the CBC News would be ignored, and Harper et al. would be that much more indifferent to its continued existence!

Harper's lack of action has rather a lot to do with the fact that he has an ultimately weak minority. Move too much in a direction Canadians don't like, and that will be it. It's not like he's that popular to begin with.
And I support the CBC. Granted, it's no PBS in terms of content, but it is still a public broadcaster and I firmly believe we need them as an alternative to corporate media. (Or, at least, the type of corporate media in the United States that produced Fox News…I use the last term laughingly…or MSNBC.)

I think its quite simple and comes down to your philosophy on people and government. Are you a believer in democracy or aristocracy?
If you support the CBC you are essentially an elitist, that thinks that people are too dumb to decide what to watch on their own.
By supporting taxation of the people to prop up a broadcaster that would otherwise not exist or be as large, you believe that the government, or at least the elites who push for its support, know best (whether you are one of those elites is beside the point, but most likely you are not, and just like to think you are smarter than most). Furthermore, you fear corporations, because you think that the corporations, like the government, dictate their view to people, and people just swallow it.
If you don't support the CBC, then you think that people should decide, by viewership, what should be on the air, and that corporations are not to be feared, because if they try to push out an ideology that the people don't want, then they will fail in the free market. Which is to say, democracy will decide what's on the air.
As for Canadian content, this pours more emotion into the argument by mixing nationalism into the equation. But before you ask yourself whether we need Canadian content, perhaps we should ask if we should have Canadian operation systems on Canadian computers? Should we not make our own made-in-Canada solution, and support programmers and computer manufacturers in Canada? You could think of a million other examples, but when it comes down to it, if people want Canadian content, they'll watch it, if they only want to watch Bollywood, then we will only have Indian stars on TV, and that would be perfectly fine, because again democracy would be deciding what's on air.

That's a fair point, but politicians are generally a vain and hypersensitive lot, and thus pay an enormous amount of attention to ANY media, regardless of how influential or powerful it actually is.
Politicians similarly tend to think of tax dollars as "their" money, so I can see how Harper would be uniquely offended by the thought that so much of "his" money is going to fund a TV network that hates him.

We export a lot of bands, comedians and such who make it big in the U.S. and all over the world *before* they make it in Canada, and if Being Erica is the only show that people can name (versus say, the giant list from the BBC) then perhaps it is worth cutting the CBC.

It should be noted that Harper has only ever had a minority government since being in power, and in order to effectively be a "right-wing tyrant" he would need a majority government. It would simply be impossible to pass any seriously right-wing bills without a vote of non-confidence triggering an election. This is why Harper hasn't been able to do much, because if he stops walking on eggshells he risks being taken to task for it.
