“It’s the Regime, Stupid” by Barry Cooper: book review
In late 2009, a guy named Barry Cooper released a cynical little book about modern Canada entitled It’s the Regime, Stupid. Since I’m quite a fan of such books, which Canada does not produce very often, I wrote a review shortly after purchasing it. But then I experienced some computer problems, and the document was lost forever — or so I thought. The other day I discovered a rough draft I had saved elsewhere, which I was then able to re-edit into something passable. Hopefully you’ll still find it interesting, though the book itself is now hardly a “new release.”
It’s the Regime, Stupid by Barry Cooper (2009)
No one can claim false advertising. It’s the Regime, Stupid is exactly as unclear and inaccessible as the title suggests. Regime? Meaning what, exactly? There is actually an asterisk beside the word on the cover, leading to a footnote on the back, helpfully telling the reader that “regime,” in the author’s intended sense, refers to the “settled way of doing things.” It’s a very awkward and contrived title for a book with a rather simple thesis; namely that Canada’s government is a hopelessly corrupt, ineffective, and stagnant mess, with decades of unsupervised bureaucratic growth and cloistered, parochial leftist groupthink to blame.
The author, Barry Cooper, is a career academic, and it shows. Though he hails from the so-called “Calgary School” of conservative intellectualism at the eponymous university, his writing has much of that same meandering, didactic quality particular to the pompous and patronizing work of his hated Toronto adversaries. There is too much high-theory and abstract philosophy at the expense of real-world examples and anecdotes, too much ancient history at the expense of the contemporary. Long asides and abrupt topic changes ensure the reader is never quite sure where any chapters are leading, and when they do conclude, and conclusions are reached, the trip seems even more convoluted in retrospect.
The style is particularly problematic because the content is so serious. Cooper has a number of vital, thought-provoking things to say about modern Canada, and his conclusion — that the country is basically an ungovernable Ponzi scheme — is an important one for all Canadians to hear.
Cooper’s basic thesis is that the self-interested, self-directed growth of the Canadian federal bureaucracy is the only coherent goal or purpose of the modern Canadian state. The services the federal government claim to provide, from health care to parks to “national unity,” are usually overpriced and inefficient, if not outright counter-productive and destructive to their purported cause.
Not a particularly bold premise of course. Most Canadians, be they of the right or left, have long since resigned themselves to the idea they are not being particularly well served by their country’s governing regime, and that some heads will be required to roll somewhere before things get any better. Yet this never happens, and Cooper blames the distinct subculture of the Ottawa mandarinate, and the ideological hegemony they force on much of the country, as the root cause of Canada’s perpetual, insolvable sickness of under-delivering and mismanaged government.
Unionization, over-education (which is to say, snobbery), and general social-democratic sensibilities have turned the senior men and women of the Canadian civil service sharply against notions of hierarchical authority, oversight, and accountability. Firing, punishing, or even blaming trouble-making bureaucrats for their actions, or lack of action, has become nearly impossible in such a culture; politicians and senior managers can try, but won’t get far. The permanent government is now far too permanent.
When public services do fail the public — as the statistics and polls indicate they are doing nearly constantly — the only palatable solution the bureaucracy is willing to concede is the creation of more bureaucracy. More commissions, more fact-finding bodies, more toothless regulations and more sub-departments to administer them. More people to sit in offices and discuss the problems, more people to staff royal inquires and write reports. All roads lead to more bureaucracy in every conceivable instance, and more bureaucracy leads to even less value to the taxpayers.
Though much scorn is heaped on the bureaucrats themselves, and their arrogant subculture of entitlement and guile, Cooper also blames the federal parliament and cabinet for dumping so much responsibility on the bureaucracy in the first place, thoughtlessly creating more and more ministries, departments, and committees in order to satisfy the modern soft-spined politician’s desire to be directly responsible for as little as possible. The result has been a complete breakdown in “responsible government,” a concept which at one time was hailed as one of Canada’s most sacred founding values, but is now more commonly cited as an example of oxymoron.
In this cyclical system of unaccountability, bureaucrat-driven scams like the Sponsorship Scandal become inevitable, and Cooper provides an amusing play-by-play of Justice Gomery’s revelations, highlighting the breathtaking levels of crooked arrogance at the highest echelons of state power that were achieved during the Chretien reign, through a scandal he rightly characterizes as little more than money-laundering and embezzlement.
On a fairly different tangent, Cooper also provides a fairly succinct, though incomplete, summary of the roots of Albertan disdain for the Canadian state (he dislikes the patronizing term “alienation”), from the suppression of self-government during its days as a component of the Northwest Territory, to Ottawa’s stubbon control of its natural resources several decades after, to the heavy-handed federal vetoes of Social Credit policy during the depression, to the imperial re-assertion of “Canadian” ownership over the province’s oil and natural gas during the Trudeau administration, to the ongoing all-party conspiracy to suppress the creation of an elected Senate. Taken together, this legacy forms the context that Albertan politics operate under, and it’s an identity that bears very little resemblance to the anti-American, Quebec-obsessed, “national unity” consciousness that motivates the ruling eastern establishment.
These two factors — Ottawa’s bureaucratic laze and corruption, combined with provincial frustration, both cultural and political — makes Canada a federal state that is profoundly un-federal and, by extension, un-governable. Alberta may be the most visible and contrarian critic of the Canadian “regime,” such as it is, but its whining is not nearly as reactionary or overblown as we are often told.
A product of their insatiable appetite, the federal bureaucracy delights in consolidating greater control of traditional provincial responsibilities, through oppressive transfer payment programs, in order to entrench its own pan-Canadian authority, and consolidate their top-down vision of How Canada Should Be. The provinces, who retain distinct identities despite it all, sense something is wrong, but have allowed themselves to become too deeply invested in a variety of made-in-Ottawa big government schemes — childcare, health care, education, welfare, EI, and so on — to renegotiate their involvement in the federal system without inflicting great harm. Even though these federal programs aren’t that great at doing what they’re supposed to (a goal Cooper would argue is beside the point entirely) there is nevertheless great fear of the alternative. Like the politicians in Ottawa, the rulers of the provinces have deemed it easier to simply go along for the ride the bureaucrats have charted, and pass the buck of responsibility elsewhere.
Cooper’s depressing conclusion is that Canada is a nation with an entrenched and deeply self-interested ruling class running the country on false premises and pursuing impossible goals. Their only real goal, in fact, is continuing to maintain their privileged status in the governance of the world’s second-largest political entity, and ensure that the size of that entity is never placed in question.
The prescribed solution to the status quo is some manner of full-scale “regime change,” but Cooper’s favored approach to such a strategy is never made particularly clear. Despite the book’s subtitle, “why Stephen Harper matters,” It’s the Regime, Stupid has very little to say about our current prime minister, other than that his electoral victory, despite his anti-establishment background, means very little in the grand scheme of things. The expulsion of Quebec from Canada is sort of vaguely alluded to as a more consequential possibility, but not in much depth (though I understand Cooper has written a book solely focusing on on the topic). From an Albertan perspective, the other two serious options, independence or US statehood, are not discussed at all, though if you’re feeling charitable one can probably pick up some coded allusions.
Tom Flanagan, another Calgary school academic, likens this book to Peter Brimelow’s The Patriot Game, a deeply cynical book about the state of Canadian politics in the late 1980s. But while The Patriot Game was lively and highly-readable, and contained several bold, portentous predictions, It’s the Regime, Stupid, is ultimately less interesting and less relevant. It says some things that need to be said, but with less purpose and prose.
For anyone interested in hearing a substantial critique of everything that is wrong with modern Canada, it’s still worth a read, though. The simple fact is that Canada has few authors willing to say this kind of stuff, so one must relish every opportunity to read the works of the few who are.

Thanks for your blog post. A few things i would like to contribute is that computer memory needs to be purchased if your computer still cannot cope with whatever you do by using it. One can add two RAM memory boards having 1GB each, as an illustration, but not certainly one of 1GB and one of 2GB. One should look for the maker’s documentation for one’s PC to be sure what type of memory space is needed.
