When you take a poll of the entire United States, the vast majority of voters say they are in favor of the Democrats taking control of the Congress. However, control of the Congress is obviously not decided by the entire nation, but rather on a state-by-state, district-by-district level. And since so many of those districts can be gerrymandered to deliberately orchestrate the victory of one party, the makeup of the Congress is not always entirely reflective of the larger public will.
Both parties are guilty of exploiting gerrymandering of course, but in a bitter, anti-incumbent race like this one, the Republicans are likely to benefit more from the practice.
