Italy had an incredibly close election last week. By most accounts, conservative Prime Minister Silvo Berlusconi narrowly lost, and former socialist Prime Minister Romano Prodi was elected back to power. Yet Mr. Berlusconi refuses to concede defeat, and has pledged to stay in power. In doing so he may possibly provoke an intense constitutional crisis, the likes of which Italy has not seen since… well their last constitutional crisis.
