In its final report, 9-11 Commission has recommended that to avoid future intelligence failures, such as the ones that allowed September 11 and the Iraq WMD debacle to occur, in the future all United States Intelligence gathering should be done under the administration of one chief Intelligence director. This “czar” as he has been dubbed will be the coordinating head of the intelligence units of the CIA, FBI, Pentagon, Homeland Security Department, and National Security Advisor. Needless to say, the proposed creation of this office has caused a lot of ill will among the soon-to-be subsidiary departments.

Ironically the measure that was supposed to stop petty turf wars has actually increased them, at least for the time being.
