When Iraq gets its first elected government later this year, the current US plans call for locally elected councils to appoint candidates to higher offices. Several leading Islamic clerics have condemned this plan, demanding that the government be chosen through a direct popular vote.
The idea is impractical at this current time, as I said in the cartoon, but the Islamists are obviously hoping that a very poorly organized national election could swing things in their favor.
