Dick Cheney was “acting” President of the United States for a few hours on Saturday morning.
President Bush was undergoing a sedated colonoscopy, so legally was “unable to execute the powers of the President” for a brief period.
The 25th Amendment (1967) states that such transfer of power must occur whenever a situation like this arises. George Bush’s father was the only other acting President in history, although Edith Wilson informally held a similar office, following her husband’s paralyzing stroke.
