We Canadians have a much different way of choosing the strategic leaders of our armed forces.
Where as the Americans try to choose someone with actual military experience, we just rotate between a small clique of people who are friends with the Prime Minister. At the time of September 11, that person happened to be Art Eggleton, former mayor of Toronto.
